Planning Board approves three boilers and reviews past year

Richard Williams, Vice Chair of the Town of Peru Planning Board, called the meeting of Wednesday, January 14, 2009 at 7:00pm, to order.

APPROVAL OF DECEMBER MINUTES:  MOTION: Mr. Trout made a motion to approve the December minutes. Second by Mr. Wright.  ROLL CALL: Mr. Holderman – yes, Mr. Trout – yes, Mr. Blaise – yes, Mr. Wright – yes, Mr. Robinson – yes, Mr. Williams – yes. MOTION CARRIED.                                                    

 PUBLIC HEARING: 

 1.    SITE PLAN REVIEW:          PAUL LICOURT 

 Site Plan Review for an outdoor Wood Boiler at 892 Peasleeville Rd. Mr. Williams stated that the screening is not sufficient at this time however Mr. Licourt plans to screen the Outdoor Wood Boiler with cedar shrubs in the spring. Mr. Williams asked Mr. Blaine what he believed would be a good time to set for Mr. Licourt to plant the shrubs. Mr. Blaine stated that previous applicants had been given a deadline of July 1, 2009.   

MOTION: Mr. Williams made a motion to approve the application with the condition that the Outdoor Wood Boiler is inspected by the Code Enforcement Officer and cedar shrubs be planted by July 1, 2009. Second by Mr.Trout.  

ROLL CALL: Mr. Holderman – yes, Mr. Trout – yes, Mr. Blaise – yes, Mr. Wright – yes, Mr. Robinson – yes, 

Mr. Williams – yes. MOTION CARRIED.                                                                 

2.    SITE PLAN REVIEW:          BARRY DRAGON    

 Site Plan Review for an Outdoor Wood Boiler at 218 Barney Downs Rd.  Mr. Trout stated that he believes the Outdoor Wood Boiler meets all the criteria and is sufficiently screened.  MOTION: Mr. Williams made a motion to approve the application with the condition that the Outdoor Wood Boiler is inspected by the Code Enforcement Officer. Second by Mr.Trout.  

ROLL CALL: Mr. Holderman – yes, Mr. Trout – yes, Mr. Blaise – yes, Mr. Wright – yes, Mr. Robinson – yes, Mr. Williams – yes. MOTION CARRIED.                                                  

 3. SITE PLAN REVIEW: DENNIS MASON Site Plan Review for an Outdoor Wood Boiler at 625 Fuller Rd. Mr. Holderman stated that the Outdoor Wood Boiler is located inside a building and does appear to meet all requirements. MOTION: Mr. Holderman made a motion to approve the application with the condition that the Outdoor Wood Boiler is inspected by the Code Enforcement Officer. Second by Mr.Trout.

 ROLL CALL: Mr. Holderman – yes, Mr. Trout – yes, Mr. Blaise – yes, Mr. Wright – yes, Mr. Robinson – yes, Mr. Williams – yes. MOTION CARRIED. 

 ANY FURTHER BUSINESS: Mr. Blaine stated that the Town Board has approved Mrs. Corrow as Chair and Mr. Williams as Vice-Chair for the 2009 term and Mr. Wright was approved to serve another 7 year term on the Planning Board. Mr. Blaine stated that the Town has purchased a projector for presentations and stated that if anyone would like to have any information placed in the presentations to contact the Codes Office and we will make it available for the meeting. Mr. Wright stated that he thinks the projector was a wonderful idea. Mr. Blaise stated that the presentations are also good for the applicants so they can see it from the Planning Boards perspective. Mr. Williams stated that the presentations look more professional now and it’s easier than looking through charts for information. 

 CEO REPORT:  Mr. Blaine stated that the total number of building permits were 21 in November and 10 in December mostly due to the Outdoor Wood Boilers. Mr. Blaine stated that this year we had forty six Planning Board applications compared to last year’s total of twenty one.
