Outdoor wood boilers dominate February Planning Board meeting

Richard Williams, Vice Chair of the Town of Peru Planning Board, called the meeting of Wednesday, 

February 11, 2009 at 7:05pm, to order.

MOTION: Mr. Trout made a motion to approve the January  minutes. Second by Mr. Blaise.

PUBLIC HEARING: 

 

 

1.    SITE PLAN REVIEW:          TINA FRENYEA 

 Site Plan Review for an Outdoor Wood Boiler at 218  

 Felton Rd. 

 

Mr. Blaine stated that the Outdoor Wood Boiler is located partially in a structure. Mr. Williams asked 

Ms. Frenyea if she had any plans to build any screening for the Outdoor Wood Boiler so it is not 

visible from the road. Ms. Frenyea stated that they do not have any plans for screening. Mr. Williams 

stated that the Outdoor Wood Boiler law states the OWB should be substantially screened. Mr. Wright 

asked if they would be using shrubs or fencing. Ms. Frenyea stated that they would use a fence for 

screening.  

 

 MOTION: Mr. Trout made a motion to approve the application with the condition that it be inspected 

by the Code Enforcement Officer and a fence be installed by July 1, 2009. Second by Mr. Wright. 

 ROLL CALL: Mr. Robinson – yes, Mr. Trout – yes, Mr. Wright – yes, Mr. Blaise – yes, Mr.

2.    SITE PLAN REVIEW:          TODD CARPENTER    

       Site Plan Review for an Outdoor Wood Boiler at 228 

Reservoir Rd.  

 

Mr. Wright stated that he did drive by the Outdoor Wood Boiler and it is somewhat visible from the 

road. Mr. Wright stated that the house provides most of the screening for the Outdoor Wood Boiler.  

 

 MOTION: Mr. Wright made a motion to approve the application with the condition that it be 

inspected by the Code Enforcement Officer. Second by Mr. Williams.     

 ROLL CALL: Mr. Robinson – yes, Mr. Trout – yes, Mr. Wright – yes, Mr. Blaise – yes, Mr. 

Williams – yes.

3. SITE PLAN REVIEW: JASON NISOFF 

Site Plan Review for an Outdoor Wood Boiler at 322 Sullivan Rd. 

 

Mr. Blaise stated that the only part of the Outdoor Wood Boiler that is visible is the stack. 

 

      MOTION: Mr. Blaise made a motion to approve the application with the condition that it be inspected 

by the Code Enforcement Officer. Second by Mr. Robinson.    

 ROLL CALL: Mr. Robinson – yes, Mr. Trout – yes, Mr. Wright – yes, Mr. Blaise – yes, Mr. 

Williams – yes. 

MOTION CARRIED                   

 

 

ANY FURTHER BUSINESS: 

 

Mr. Blaine stated that there will be training held by the APA on March 24 and 25. Mr. Blaine stated that there 

will be training held in the Town Hall with Nan Stolzenburg tentatively scheduled for Wednesday April 29, 

2009. Mr. Blaine asked what time would be best for the Board to meet. The Board agreed on holding the 

meeting at 6:00pm on April 29, 2009. Mr. Murnane stated that he liked the PowerPoint presentation with the 

projector and believes that it is an excellent upgrade from using easels. Mr. Murnane stated that he is happy to 

see that this type of program is being implemented for the Planning and Zoning Boards. 

 

CEO REPORT:  

 

Mr. Blaine stated that January was a very slow month but there were two building permits issued.
