OWB Public Hearing and Board Meeting Reported

Town Board Meeting for 6-22-2009
 
6:30 PM Public Hearing on Amended OWB Law (version 3 <http://d1091839.domain.com/PeruTown/towndocs/OWB_Version_3.pdf> )
The amended law includes several minor changes including:

  • Removal of Seasonal Regulations
  • No bans on commercial use
  • Allowance for no spark arrestor only is recommended by the manufacturer
  • Additional 90-day extension allowed for zoning compliance


Although several members of the community were present, no comments were presented.
The Public Hearing was adjourned at 6:40PM.
 
7:00 PM Regular Meeting
 
The May 28 and June 8, 2009 minutes were approved.
 
The discussion on the re-pointing of the Heyworth/Mason building lasted several minutes, resulting in a passed resolution to go ahead with a plan to hiring mason Ed Reynolds at an amount not to exceed $9200 for the finished work. Two concerns from Mr. Powers were expressed. The first was on final costs to taxpayers, and the second was on the eventual purpose for the building.
 
The discussion on the Town BAN that expires on or about 8-27-2009 resulted in a consensus on a decision to go with a 25-year Bond to be voted on at the next scheduled meeting.
 
Town Historian Ron Allen informed us the date for the dedication of the historical markers at Port Jackson, and Peru Landing will be on Friday 8/7/2009, at 4:00PM at the Valcour Conference Center Boat House.
 
Mr. Glushko presented his report on the Internal Control Audits, reporting all is normal except for a $38.00 discrepancy in a bank deposit made by Town Clerk Kathy Flynn. Mrs. Flynn expressed a belief that two checks, totaling $38.00, are missing, but were part of a bank deposit, and were reported as missing by the bank after the deposit was made. She expressed a willingness to pay the $38.00 herself to balance the books. A suggestion was made to pay the discrepancy from petty cash instead. Mr. Glushko’s report has been filed in the Supervisors Office.
 
A discussion to extend the Town Water and Sewer Districts on the north side of Rt. 442 (Bear Swamp Road), for the purposes of providing services to a new car wash to be built, resulted in a discussion to extend the district to the entire commercial area both north, and south along Rt. 442 following the fire department’s line on the south side. The motion was tabled for further consideration.
 
A Motion for Water and Sewer District expansion to the Bedard Subdivision on Winding Brook Road was tabled until the next meeting.
 
A motion to authorize the new town website designed by Donald McBrayer was approved. Mr. McBrayer stated the site was ready, and would be located at the old www.perutown.com <http://www.perutown.com/> domain as soon as he has access.
 
A discussion about the need for a crosswalk on Rt. 22 in front of Valhaven resulted in a passed motion to check with DOT on recommendations. Every member agreed it was a good idea, and needed.
 
Other business included a report from Counselor Brandy McDonald on traffic flow on Winding Brook Road, and the costs associated with removing the unpopular yellow lines. Costs range from $3600 to $7100, and would only be temporary solutions. McDonald stated that on Tuesday, June 9, eighty-five cars used the road, and on Friday, June 12, the number was seventy-six cars.  McDonald also reported that many vehicles, including several contractor vehicles, run the stop sign at Button Brook Pkwy on a daily basis.
 
Also in Other Business was a discussion about the ongoing problems with vandalism in the Peru Park, around the Gazebo, and the mischievous behavior under the bridge. McDonald reported seeing several kids hanging around under the bridge, and at one point a fire was even set. With “fire” entering the discussion, several options including cameras, lighting, and patrols were suggested. More discussion on this will be addressed in future meetings.
