Zoning Map Changed and Patent Road Culvert Will Be Expensive
Peru – Peru has 20 more acres available for residential development as a result of action taken at the Peru Town Board’s August 26, 2019 Town Board Meeting. The Board unanimously approved changing the zoning classification of 20 acres of land adjacent to the Dashnaw Road and in close proximity to the Bear Swamp Road from commercial to residential. The Zoning map was last amended on December 23, 2013.
The Board approved the emergency purchase of an open bottom culvert for the Patent Rd. at a cost of $143,500. Last April a four ft. wide sink hole developed in the road about 700 feet north of Mother Cabrini Shrine. Installation bids will be advertised. Highway Superintendent Michael Farrell estimated the total culvert replacement cost at about $287,000. He said the Town would have to bond/borrow the money. Farrell said NYS Department of Environmental Conservation regulations require that an open bottom culvert be used because the brook (which is dry at this time) flows into a trout stream, the Furnace Brook. The Patent Road will be closed while installation is taking place.
In other actions the Board:
Approved the purchase of clarifier equipment for the wastewater treatment plant at a cost of $12,455.
Discussed required anti-discrimination sexual harassment training. New York State requires that all employees and volunteers take the 70-minute training. Town attorney Matt Favro will be checking to see if the training can be conducted online, but in-person is believed to be required.
Noted vacancies on both the Town Planning and Zoning Boards. A recent Planning Board meeting with very important items on the agenda had to be adjourned because of a lack of a quorum. More volunteers will be sought. The planning Board has 7 members. The Zoning Board has 5 members.
Approved a quote of approximately $30,000 from Luck Brothers construction for paving School Street. Luck Brothers is working on the Peru School District capital improvement project and had to mill portions of the street to complete its work. Highway Superintendent Farrell said his paver is inoperable, therefore, he had no choice other than to authorize Luck Bothers to do the paving.
Set budget workshop and required dates for the Town’s 2020 Budget: Sept. 18 – water, Sewer Valcour; Sept. 25 – Highway; Oct. 16 – salaries: Oct. 23 – Budget Review; Nov. 7 – Public Hearing; Nov. 18 – Special Meeting to Adopt Budget.
Has been notified by Clinton County that the Town’s election costs will increase for the upcoming elections. Peru’s 2020 costs will increase from $15,000 to $25,000. There will be primaries and it is a Presideential Election year. Counselor Jim Langley said Albany (state government) can be blamed for most of the cost increases.
Changed the date of the Town Board’s second December meeting from December 23rd to December 19th.
