Approved Minutes of June 11th Town Board Meeting

The regular meeting of the Peru Town Board was held on Monday June 11, 2018 at the Peru Town Hall.  Those present were Mr. Brandy McDonald Supervisor; Mr. James Douglass, Councilman; Mr. James Langley, Councilman; Mr. Melvin Irwin, Councilman; Mr. Matthew Favro, Town Attorney; Mrs. Dianne Miller, Town Clerk.  Also present were Mr. Courtney Tetrault, Water/Sewer Superintendent; Mr. Michael Farrell, Highway Superintendent; Mr. Bob Guynup, Zoning Officer; Ms. Pamela Barber, Confidential Secretary to the Board; Mr. James Kirby, Town Justice  and Mr. Dave Drollette, Dog Control officer. 

The meeting was called to order at 7:01 PM by Mr. McDonald, with the Pledge of Allegiance.  

Motion by Mr. Irwin, seconded by Mr. Douglass to approve the minutes from the May 29, 2018 meeting.   Ayes 4   Nays 0 Motion Carried

Motion by Mr.Langley seconded by Mr. Douglass to include the reports from the following departments into the official record of tonight’s meeting.  (Water/Sewer/Valcour; Highway; Town Clerk; Dog Control; Youth Department; Code/Zoning; Supervisor’s Report; Court; Website; and Banking Reports).   Ayes 4   Nays 0              Motion Carried

Reporting of Zoning Violations Procedure

Mr. Guynup stated for residents to use the Zoning/Planning website to report a zoning violation. 

Review and Acceptance of Main St. Project Bids

The one bid received was more than budgeted. 

Motion by Mr. Langley seconded by Mr. Irwin to reject bid.

Sewer Upgrade RD Funding- Archeological Study Cost

Motion by Mr. Langley seconded by Mr. Douglas to accept  and approve.

Acceptance of AES Term Agreement

Motion by Mr. McDonald seconded by Mr.Douglas to table after discussion and question by

Mr. Langley whether the agreement was a continuation from the year before.

North Bend Property

A 40 yard dumpster has been retained at no charge from Casella. A motion by Mr. Irwin seconded by Mr. Langley for Mr. Favro to coordinate clean up detail and hold harmless agreement between Mr. Clemons and Town employees.

RESOLUTION NUMBER:18.06.11-1

TO PURCHASE A 2012 BOX VAN FROM MIDSTATE INDUSTRIAL SUPPLY BY THE TOWN OF PERU HIGHWAY DEPARTMENT TO REPLACE THE AGING 1971 CHEVROLET BOX VAN CURRENTLY BEING USED.

Motion: Mr. Langley Second: Mr. Irwin

WHEREAS, The Town of Peru Town Board has found a need for a new or used 2012 box truck for the Town Highway Department to replace the aging existing 1971 Chevrolet Box Van, and

WHEREAS, the Town Board and the Highway Superintendent have determined that the used 2012 box truck offered by the Midstate Industrial Supply would enable the Town to provide a continued level of quality service to the Town’s residents at a reasonable price,  Now it is,

RESOLVED, that the Town of Peru agrees to purchase a 2012 Box Truck Van at a cost not to exceed $8,500 with funds from the Highway Parts Account. The Town also authorizes the sale of the current 1971 Chevrolet box van with the proceeds of that sale being applied to the repayment of the parts line, AND

BE IT RESOLVED that the Town Supervisor is authorized to sign all paperwork to execute this purchase as soon as possible.

Other Business

Ms. Barber confirmed the Summer Concert Series . Concerts will be held each Sunday-July 1thru August 26 from 6-8 PM.

Mr. Douglas performed an audit with Mrs. Miller Town Clerk/Tax Collector. His remarks were all financial records were accurate and correct

Mr. Tetrault  is continuing to research the options for shelter at the dog park. A canopy as suggested is a liability to the  town.

Mr. Farrell was appointed to the state executive committee for highway superintendents for the 2019 year.

Mr. Farrell was also able to acquire 2000 yards sand at no charge

Mr. Kirby asked  if asbestos was an issue at the North Bend Street . The town is only cleaning the rubbish on the outside .

Motion by Mr. Langley seconded by Mr. Irwin to adjourn the regular meeting at 7:48 PM.
