Budget hearing date to be announced – process explained

The Peru Town Board held a “Special Meeting” on Tuesday, October 7th for the announced purpose of scheduling a public hearing date for the town’s 2009 preliminary budget. Counselor Cortland Forrence told the three residents present that Supervisor Donald Covel had called the meeting, but the majority of the board believed their budget review hadn’t progressed to a point where a public hearing could be scheduled. Following his comments the meeting was adjourned and the Board continued its budget review deliberations.
The Board was kind enough to provide the Peru Gazette with a chart called “Town Budget Calendar” which explains the budget making deadlines.
September 1: The Budget Officer (Supervisor Donald Covel in the case of Peru) provides the department heads with budget estimate forms by this date.
September 20: The department heads submit their estimate forms by September 20.
Septemebr 30: The budget officer reviews and prepares a tentative budget and files with the town clerk by September 30.
October 5: The town clerk presents the tentative budget to the town board by October 5.
The town board reviews and revises the tentative budget, prepares a preliminary budget and files the preliminary budget with the town clerk prior to a public hearing.
November 15: A “Notice of Public Hearing” is published at least five days prior to the hearing. The public hearing is held by the Thursday following the November election. The public hearing may be adjourned, but not beyond November 15.
Following the public hearing the town board can make revisions.
November 20: The town board must adopt the annual budget by resolution no later than November 20.
