5 Hour Driving Course Updates

Governor Andrew Cuomo announced today that DMV licensed driving schools can now conduct distance learning Pre-Licensing Courses.

In order to safely meet the demand for driver training while adhering to social distancing guidelines, the State Department of Motor Vehicles has issued guidance to driving schools allowing them to conduct Pre-Licensing Courses using established and secure technology, such as Zoom, WebEx, Go To Meeting and Skype.

Any DMV licensed driving school that is currently authorized to teach Pre-Licensing and chooses to conduct the course via distance learning technology please visit this website for specific information on how to reopen.

CVPH Testing Site

The University of Vermont Health Network CVPH is a New York State designated COVID-19 testing site and now offers three locations to receive a COVID–19 screening- a State COVID Testing Site, a Pre Op COVID Testing Site, and a Physician-Ordered COVID Screening Site.

State COVID Testing Site at the CVPH Diagnostic Center

Located within the CVPH Health Plaza, free testing is offered Wednesdays and Thursday from 12pm to 2 pm to those without symptoms who meet specific criteria.You can be tested at this location if you:

  • Have an occupational requirement (hairdressers, barbers)
  • Are subject to precautionary or mandatory quarantine (by the health department)
  • Are a health care worker, first responder or other essential worker who directly interacts with the public while working
  • Meet the criteria set by the New York State Department of health based on where you live, work or other factors the Department deems relevant to COVID-19 testing.
  • Have had close or proximate contact with a person known to be COVID positive.
  • Have attended recent protests

Upon arrival to the Diagnostic Center (Suite 102, 89 Plaza Boulevard) you will:

  • Be screened which includes having your temperature taken and answering questions about travel.
  • Be asked complete a Consent to Test form and a Bio Reference Requisition form.
  • Please complete, download and print the Bio Reference Requisition form.
  • Be sure to bring it with you to the Diagnostic Center.
  • Be asked to wait in the Center’s waiting area or in the hallway to support social distancing.
  • Should more than 30 people report to the site for testing at one time, some may have to wait in their vehicles after leaving a contact number with the staff
  • Be required to wear a mask.
  • Be asked to return to your car right after your test.

The location has the capacity to test 50 people each day.

Your tests results will be available from BioReference Laboratories in 7 to 10 days.

A letter containing your test result will be mailed to you via the United States Postal Service.

Those who test positive for COVID-19 will receive a call from a hospital representative.

Pre Op COVID Testing

If you are scheduled for surgery or a variety of other procedures, your physician will require you to be screened 4 days (96 hours) prior.

Those screening tests take place on the first floor Patient Registration/Lab area.

Your results will be shared with your provider.

Physician-Ordered COVID Screening

If you have symptoms of COVID-19, your provider may prescribe a COVID-19 test.

These tests are offered near the Emergency Department seven days a week from 9am- 1 pm.

Remaining in your car, call 518-562-7091 to register upon arrival.

A member of the lab will call you and greet you in the ED entrance where you will be escorted into a designated collection area.

Results obtained from the ordering provider.

Your results will be shared with your provider.

Bass-Masters Fishing Elite Fishing Tournament Info

The Clinton County Health Department has received numerous questions about the Bass-Masters Fishing Elite fishing tournament happening on Lake Champlain this week.

Please know:
  • Prior to entering NYS, the Bass-Masters Elite was required to submit a safety plan, which was approved by the NYS Empire State Development (ESD) Corp.
  • Due to previous stops in NYS before reaching Clinton County, anglers and staff have already been in NYS for 14 days or more before reaching Clinton County.
As part of their safety plan, anglers and staff are required to:
  • Seek diagnostic testing for COVID-19 as soon as possible upon arrival (within 24 hours).
  • Monitor themselves for a fever, or any other symptoms of COVID-19, wear a face covering when in public, maintain social distancing, clean and disinfect workspaces, equipment, and playing areas for a minimum of 14 days.
  • Avoid extended periods in public, contact with strangers or anyone not associated with the team or league, and large congregate settings, except for the competitive activity for which they are traveling for a period of at least 14 days.
